Energy and Oil & Gas Continue to Play a Key Role in Vietnam–Russia Cooperation

On May 10, immediately following the talks between General Secretary To Lam and President of the Russian Federation Vladimir Putin, a ceremony was held to exchange key cooperation documents between the two countries. Among them, the energy and oil & gas sectors remained core areas of strategic collaboration.

The signing ceremony took place within the framework of General Secretary To Lam’s official visit to the Russian Federation and his attendance at the 80th anniversary of Victory Day in the Great Patriotic War, from May 8 to 11, accompanied by a high-level delegation from Vietnam.

Representing the Vietnam National Oil and Gas Group (Petrovietnam) in the delegation were Chairman of the Board of Members Le Manh Hung and senior leaders from member units of the Group, including Vietsovpetro, PVEP, PVOIL, BSR, PV GAS, PTSC, and PV Power.

During the ceremony, in the presence of General Secretary To Lam and President Vladimir Putin, Vietnamese Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son and Russian Deputy Prime Minister Dmitry Chernyshenko exchanged signed cooperation agreements in the oil and gas sector, along with protocols concerning the operations of bilateral joint ventures, namely Vietsovpetro and Rusvietpetro.

Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son and Russian Deputy Prime Minister Dmitry Chernyshenko exchanged a cooperation agreement in the oil and gas sector.

At the same time, Chairman of the Board of Members of the Vietnam National Oil and Gas Group (Petrovietnam) Le Manh Hung and General Director of Zarubezhneft JSC Sergey Kudryashov exchanged the Natural Gas Sales Agreement for Block 12/11 between Petrovietnam, Zarubezhneft, and PetroVietnam Gas Joint Stock Corporation (PV GAS).

Over the past 75 years of diplomatic relations between Vietnam and the Russian Federation, energy and oil & gas have remained traditional pillars of cooperation and are considered among the most effective areas, generating substantial revenues for the national budgets of both countries. This sector is also regarded as a strategic cornerstone with vital significance for both nations. In particular, Vietnam–Russia oil and gas cooperation has recently seen a breakthrough in terms of scale, scope, and geographical reach.

The exchange of cooperation documents at this historic moment — witnessed by General Secretary To Lam and President of the Russian Federation Vladimir Putin — not only reaffirms the vital role and significant contributions of the energy and oil & gas sectors, but also further strengthens the comprehensive strategic partnership between Vietnam and Russia. Moreover, it marks a breakthrough that promises to elevate bilateral cooperation to new heights in the coming period.
